water damage

I need to get information about the financial responsibilities of water damage.
Mainly, in what case does the building "ühistus" and the owner "omanik" assume responsibility.
location: Rooftop apartment in tallinn.
Damage: water coming into inside roof of bedroom and living room
diagnosis: 1)apartment buildings outer roof has damage, and under some wind conditions water may
find its way into the topfloor apartment. The outer roof needs repair.
2) aparmtents balcony which is built inside the roof (inside square meters used) needs to
have the floor plates changed and water sealed again.
3) inside roofs need big repairs, the apartment may be unlivable for some time = loose
tennants, and no rent income for some time.
Ühistus says it will repair the outside roof of the building. It has taken them about 8 months to find the reason and repair it. This i think is clear. The ühistus is responsible for the buildings outside roof.
What is unclear is who is responsible for the damge inside. The inside roof needs to be redone, and it
is 5000eek deductable (omavastutus) for my insurance to take care of it.
Question here is: Am i responsible for the damage inside my apartment, even though its the "ühistus"
responsibilty to keep the outside roof in good condition so it doesnt leak?
Second case is the balcony. It is a rooftop balcony which was built into the roof of the building during construction, using inside square meters. Directly underneath is the living room. I see it both being a part of the apartment buildings roof surface area, and also serving as a balcony. They say the retiling and water sealing must be payed by me too. What is strange that last autumn they tried to take care of the leak by retiling the balcony, and that time the ühistus payed for it (they put no waterseal)
Now they are saying its my resonsibilty to pay for the the balcony repair. The insurance will not pay for the balcony repair.
So, the ühistus is only offering to repair the outside roof of the apartment building, and leaving the rest to me. I am just trying to find out if everything is correct here, or are they just trying to "stick me"
with all the bills.
